Comparisons between the Tea Party and Occupy Wall Street only go so far. While both are movements borne largely out of frustration and a sense of powerlessness, there are key differences. The Tea Party was at least as much the product of Fox News and wealthy right wing benefactors like the Koch brothers as it was an organic grass roots movement, while Occupy Wall Street has no similar financial patrons and, at first, was not even covered positively in many liberal media outlets. Moreover, in some critical ways the Tea Party was backward looking, opposing reform and drawing much of its support from older Americans, while the Occupy Wall Street seems to be more forward looking.

Even recognizing these differences, the relationship between the Tea Party and the Republican Party is comparable to the nascent relationship between the Occupy Wall Street and the Democratic Party. While it is unlikely that the Occupy Wall Street movement will take over the Democratic Party the way the Tea Party has come to dominate the Republican Party, the Democratic Party may, in the coming months and years, have to listen more to the Occupy Wall Street activists, and their supporters, who could begin to play a bigger role in the party.

For the Republican Party, this relationship has been forged in the context of an open presidential primary with most candidates seeking court the Tea Party supporters whose votes are perceived as critical in many Republican primaries. The smarter candidates, notably and perhaps only, Mitt Romney have simultaneously sought to distance themselves from the Tea Party in anticipation of needing to appeal to a wider range of voters in the general election. The Tea Party, for its part, has rallied around various radical, unelectable and quirky candidates including Michelle Bachmann, Rick Perry and now Herman Cain, thus undermining their power within the Republican Party.

The Democratic Party finds itself in a different situation as the sitting Democratic president is running unopposed for the nomination and already has a sufficiently enormous lead in fundraising and organization that any primary challenger who would emerge at this point would be badly defeated. The Occupy Wall Street movement is wisely not even talking about running somebody against President Obama in the Democratic Party, but this would be about the best thing that could happen to the Obama campaign. If such a candidate were to emerge, Obama could move to the center now, run up a string of impressive primary victories and use his ample resources to marginalize the Occupy Wall Street, largely through attacking the credentials and credibility of whichever flawed candidate was supported by the Occupy Wall Street. This would put him in a strong position for November especially as once he secured his nomination Obama would then be able to use his resources to again court the activist wing of the party. Additionally, running somebody against Obama would, in of itself, erode much of the Occupy Wall Street movement's support because many liberals would see the movement as seeking to destroy President Obama and behaving counter-productively.

This scenario could be good for the Obama campaign, but it would be a disaster for the Occupy Wall Street movement and, fortunately, is unlikely to occur. Instead, if the Occupy Wall Street movement does not get involved in electoral politics at that level, it will create a much tougher decision for Obama. There are some who still think attacking Occupy Wall Street and positioning himself in the center would be the best move for Obama, but absent a candidate against whom to run, this strategy is a lot more difficult to implement. Instead of running against an individual who would be ill-equipped for a presidential campaign against an incumbent, Obama would have to focus on the activists themselves. However, given the widespread support enjoyed by these activists, this would be a tough strategy.

Without a candidate who would allow Obama and much of the liberal establishment to frame Occupy Wall Street in purely electoral terms, Occupy Wall Street must be taken far more seriously. Obama's challenge is further complicated because he cannot simply court Occupy Wall Street now, in part because this might alienate some voters he still needs, but more significantly, because he is not popular among the activists in Zucotti Park and elsewhere. Occupy Wall Street is, among other things, the physical expression of the liberal disappointment and, at times, anger towards a Democratic administration that has too frequently proven unwilling to adopt bold progressive positions on economic issues.

The way the President can best resolve this dilemma is to develop an Occupy Wall Street strategy that is oriented more on demonstrating to those activists that he hears them and understands their concerns than on either seeking to triangulate Occupy Wall Street into irrelevance or seeking to get in front of the movement and try to become its leader. This should, in the short term, also be the goal of the Occupy Wall Street movement. The longer term goals of the movement, which are aimed at restructuring tax policy, financial regulation and income inequality cannot, of course, be addressed between now and November of 2012, but building a relationship with the Democratic Party that shows Occupy Wall Street to be a force within the party is probably a good start. If this is done right, as the movement grows, it will become a bigger force.

Aussie coast fears rogue shark may have killed 3 (AP)

CANBERRA, Australia ? The sudden death of an American diver in the jaws of a great white shark off Australia's southwest coast has raised the specter of a rouge man-eater preying on a renowned aquatic playground and killing three men in two months.

Scientists say three sharks more likely are responsible, and the three cases are sheerly unfortunate encounters with nature.

Australia's southwest corner has been better known for whale and dolphin-watching cruises, white sandy beaches, world-class surf breaks and the peppery shiraz of its Margaret River premium wineries than for fatal shark attacks.

"This is a unique set of circumstances, and I'm desperately ... praying this is not the beginning of a new trend ... and we're going to have these on a regular basis," Western Australia state Fisheries Minister Norman Moore said on Sunday, referring to the three recent deadly attacks.

The latest was Saturday when American George Wainwright was attacked while diving solo off a boat off Rottnest Island near Perth, Western Australia.

The state government set tuna-baited hooks off the island Sunday, the first time authorities have used an emergency legal exemption from the state protection of great whites as an endangered species in the interests of protecting the public.

Western Australia Premier Colin Barnett also said his government would consider shark culls, responding to locals' complaints that shark numbers are increasing off bustling beaches in one of Australia's fastest growing population areas.

But Barry Bruce, a federal government marine biologist with extensive research experience in tracking the movements of tagged great whites via satellite and in examining their behavior, said it was unlikely that a single, lurking predator killed the three recent victims.

"What we've seen tragically is three cases of people by sheer bad luck being in the wrong place at the wrong time," he said.

"If you're in the path of a white shark that is in the process of hunting its natural prey, that's an exceptionally dangerous situation to find yourself in," he added.

He said the great white population was not growing but shifting around the world for reasons that scientists do not fully understand.

Great whites are known to follow whale migration up the west Australian coast through the current spring and return south late in the summer.

Bruce dismissed theories of a single man-eater as unfounded speculation.

"A more plausible explanation is that this is the time of year when sharks move along the coast, and there are undoubtedly multiple sharks out there following this exact pattern," Bruce said.

Barbara Weuringer, a University of Western Australia marine zoologist and shark researcher, agreed. She urged against a shark hunt, saying there was no way of telling which shark was the killer without killing it and opening its stomach.

"It sounds a little bit like taking revenge, and we're talking about an endangered species," Weuringer said.

But a southwest coast-based diving tourism operator called on the state government to kill sharks that pose a threat to humans.

"The nuisance sharks ? the problem sharks that move into an area and are aggressive ? should be dispatched to remove the risk of future attack," Rockingham Wild Encounters director Terry Howson told the AP.

Howson has been campaigning for government action on sharks since one of his tour guides, Elyse Frankcom, was injured in a shark attack last year.

"It's absolutely hurting the tourist trade," he said. "Australia is getting a name for itself as being full of dangerous animals."

Wainwright's two companions said the diver was already dead when his body surfaced beside their boat moments after a flurry of bubbles had erupted on the gray ocean surface. Authorities said Wainwright was 32 and from Texas but didn't give his hometown.

The shark, a 10-foot (3-meter) great white, surfaced and even nudged the dive boat as Wainwright's friends hauled in his remains and powered for shore, officials said.

A great white of the same size is believed to have taken a 64-year-old Australian swimmer off Perth city's premier Cottesloe Beach on Oct. 10. The beach is 11 miles (18 kilometers) east of Rottnest Island.

The man's remains were not found, but his shredded swimming trunks suggested the size and type of shark that took him.

Both attacks followed the Sept. 4 death of a bodyboarder attacked by a shark described as 15 feet (4.5 meters) long at a beach south of Perth. Witnesses were unsure of the type of shark.

The continent averages little more than one fatal attack a year along an expansive 22,000-mile (35,000 kilometer) coast. But it is a primary home of the fearsome great whites, a large species in which some animals can grow to 20 feet long (6 meters).

The film classic "Jaws" famously used a mechanical shark for close-up action, but live shark footage was filmed in Australia. One is a scene in which Richard Dreyfuss is in an underwater shark cage, and live sharks doubled for the movie killer in long-range shots as well.

Panasonic to slash domestic chip output: Nikkei (Reuters)

TOKYO (Reuters) ? Japanese electronics maker Panasonic Corp will scale back domestic semiconductor output by the end of March 2012 and cut about 1,000 jobs, reflecting its recent move to reduce TV panel production, the Nikkei business daily said on Sunday.

All of the firm's five domestic chip-manufacturing facilities, including the state-of-the-art Uozu plant in Toyama prefecture, will cut output, the report said.

The company is likely to outsource more semiconductors from such firms as Taiwan Semiconductor Manufacturing Co and boost its outsourcing ratio from the current 10 percent to around 30-40 percent within a few years, the report said.

Officials with the company were not immediately available for comment.

Panasonic will reduce plasma TV panel production and lay off about 1,000 people, a source told Reuters on Thursday, as its loss-making television unit struggles to compete with Asian rivals like Samsung Electronics.

Kurdistan Workers' Party Rebels Killed By Turkish Troops

Turkish troops killed 49 Kurdistan Workers' Party (PKK) rebels in a fight Saturday in and around the Iraqi border, the military told The Associated Press.

Wednesday, Turkey sent 10,000 troops to pursue around 2,000 militants involved in the killings of 24 Turkish soldiers in the Cukurca region by members of the PKK.

The attack Wednesday was the deadliest by the PKK, which is listed as a terrorist organization in Turkey, the U.S., and Europe, since it took up arms against the Turkish government in 1984. Saturday's fighting largely took place in Turkey's southeastern regions, though the Haber Turk newspaper transported about 2,000 elite troops across the border into Iraq.

"Operations launched in a few regions across the border and in two regions inside Turkey are continuing," the military said in a statement, "Preventing acts by members of the separatist terror organization against our units," they added.

The bodies of at least 35 rebels were recovered after the Turkish military bombarded the region with airstrikes and artillery shells, according to the military. Fourteen others were found elsewhere or killed separately. The AP reported drones and warplanes were providing support to the troops.

Children with certain dopamine system gene variants respond better to ADHD drug

Children with certain dopamine system gene variants have an improved response to methylphenidate - the most commonly prescribed medication for Attention Deficit Hyperactivity Disorder - in a finding that could help eliminate the guesswork from prescribing effective medications for children with ADHD.

Researchers reporting their results in the Oct. 21 Journal of the American Academy of Child and Adolescent Psychiatry tested 89 children with ADHD between ages 7 and 11. They found that children with specific variants of the dopamine transporter (DAT) and dopamine receptor D4 (DRD4) genes showed greater improvement in hyperactivity and impulsivity after taking methylphenidate compared to children with alternative DAT and DRD4 versions.

"Physicians don't have a good way of predicting who will experience great improvement in ADHD symptoms with a particular medication, so currently we use a trial-and-error approach. Unfortunately, as a result, finding an effective treatment can take a long time," explained Tanya Froehlich M.D., lead investigator on the study and a physician in the division of Developmental and Behavioral Pediatrics at Cincinnati Children's Hospital Medical Center.

"With more information about genes that may be involved in ADHD medication response, we may be able to predict treatment course, tailor our approach to each child, and improve symptom response while decreasing health care costs," she added.

The study is the first-ever placebo-controlled pharmacogenetic drug trial for ADHD in school age children to evaluate the effects of dopamine system genes variants using teacher as well as parent ratings of children's symptoms. Given the importance of academic functioning for children with ADHD, Dr. Froehlich said it is crucial to consider medication impact at school as well as at home. Children in the study were not already taking stimulant medications for their ADHD.

Participants were prescribed one week each of placebo and three different doses of methylphenidate for their ADHD. Parents and teachers assessed and scored the children's behavioral symptoms based on the Vanderbilt ADHD Parent and Teacher Rating Scales.

The researchers analyzed DNA from saliva samples to see which ADHD-related gene types the children carried. They looked initially at four genes frequently implicated in ADHD ? DRD4, DAT, COMT and ADRA2A. DRD4 and DAT, the most well studied genes for ADHD, showed the strongest effects on methylphenidate dose-response in study participants, according to the researchers.

The DRD4 gene encodes the dopamine receptor protein, which helps control the synthesis and release of dopamine and the firing rate of neurons. The DAT gene encodes the dopamine transporter protein, which removes dopamine from the brain synapses.

Children who lack what is known as the DAT 10-repeat variant showed greater improvement after taking methylphenidate compared to those carrying the 10-repeat. Children without the DRD4 gene 4-repeat variant showed less symptomatic improvement with methylphenidate compared to 4-repeat carriers. A "repeat" is a short nucleotide coding sequences in a gene that is repeated.

Dr. Froehlich and her colleagues indicate in their study that although findings are promising, additional research is needed in larger patient samples to confirm current study findings and their clinical relevance.

Leading indicators rise modest amount in September

(AP) ? A gauge of future economic activity edged up at a slower pace in September, signaling only modest economic growth in coming months.

The Conference Board reported Thursday that its index of leading economic indicators rose 0.2 percent in September. It was the fifth consecutive gain but was weaker than increases of 0.3 percent in August and 0.6 percent in July.

The increase reflected that five of the 10 indicators that make up the index showed gains in September.

Economists predict an annual growth rate of roughly 2 percent in the second half of this year. While that would be an improvement from the first half of the year, it's not strong enough to significantly lower the unemployment rate, which has been near 9 percent for more than two years.

Ken Goldstein, an economist at the Conference Board, said that the September reading on the leading index pointed to soft economic conditions remaining in place through the end of this year.

"There is a risk that already low confidence ? consumer, business and investor ? could weaken further, putting downward pressure on demand and tipping the economy into a recession," Goldstein said.

He said the probability of a recession starting over the next few months remained at a very high 50 percent.

The economy grew at a rate of just 0.9 percent in the first six months of the year. Consumers pulled back on spending in the face of high food and gas prices, and supply disruptions caused by Japan's natural disasters slowed U.S. manufacturing.

However, there have been recent indications the economy has improved slightly.

Applications for unemployment benefits have fallen to a six-month low, according to a four-week average calculated by the government. In September, employers added 103,000 net jobs, and consumers increased their spending on retail goods by the most in seven months.

Production at auto plants is up and gas prices are down from their May peak.

For September, the Conference Board said that the biggest positive contribution to the index came from the difference in short-term and long-term interest rates. Other positive factors were the growth in the money supply, supplier delivery times, the index of consumer expectations and new orders for consumer goods and materials.

The biggest negative factor for the index in September was weakness in applications for building permits followed by new orders for nondefense capital gods, stock prices and weekly claims for unemployment benefits.

The tenth component of the index ? average weekly hours worked in manufacturing ? was unchanged in September.

EBay holiday forecast disappoints investors

(AP) ? EBay left investors unimpressed with its predictions for the holiday season even as its namesake site and PayPal online payment service showed healthy growth in the latest quarter.

The company's stock fell more than 4 percent even though eBay said net income grew 14 percent in the third quarter ? thanks partly to consumers shopping and transferring funds using the company's smartphone and tablet apps.

In a conference call with analysts, CEO John Donahoe said the company is looking for an "OK to solid" holiday season. EBay did well during the holidays over the past two years despite the weak economy. Its tempered expectations could signal a generally not-so-jolly holiday season on the horizon for all types of retailers.

For the July-September quarter, eBay said earned $491 million, or 37 cents per share. This compares with $432 million, or 33 cents per share, a year earlier.

Excluding special items, the company earned 48 cents per share, which is what analysts polled by FactSet were expecting.

Revenue increased 32 percent to $3 billion, beating analyst expectations for $2.9 billion.

In eBay Inc.'s marketplaces business, which includes eBay.com and a slew of other e-commerce sites and businesses, revenue rose 17 percent to $1.65 billion. The company has been working to improve the experiences that buyers and sellers have on the site, doing such things as tweaking its search engine and cutting the upfront fees it charges sellers.

EBay had 98.7 million registered users at the end of the quarter, up 6 percent from last year.

Marketplaces' gross merchandise volume ? an important metric that measures the value of all items sold on eBay, excluding vehicles ? rose 16 percent to $14.7 billion.

Revenue from PayPal jumped 32 percent to $1.11 billion as more buyers and sellers used it to complete transactions both on and off eBay.com: The business processed $29.3 billion worth of payments during the quarter, which is up 31 percent from last year. EBay said PayPal had 103 million active registered users by the end of September ? growth of 14 percent compared with a year ago.

For both businesses, eBay said a growth in the number of mobile users helped. Though still a small part of its business, the company's smartphone and tablet apps have been downloaded more than 50 million times since eBay began rolling them out in 2008. EBay expects the volume of merchandise sold through eBay.com using mobile devices to total nearly $5 billion this year, and the amount of money transferred through PayPal on mobile devices to be larger than $3.5 billion.

Looking at the current quarter, which includes the busy holiday shopping season, eBay predicted net income of $1.47 to $1.53 per share on $3.20 billion to $3.35 billion in revenue. Excluding items such as a gain from remaining equity in Internet phone service Skype, which eBay sold in 2009 and was recently acquired by Microsoft Corp., the San Jose, Calif.-based company expects net income of 55 cents to 58 cents per share.

The estimates raise eBay's previous full-year forecast a bit, but they aren't much different from what analysts already expected: adjusted net income of 58 cents per share on $3.31 billion in revenue.

EBay's stock fell $1.27, or 3.8 percent, to $31.91 in after-hours trading. Before the results came out, the stock finished regular trading down 69 cents, or 2 percent, at $33.18.

Case of missing Ariz. girl points to kidnapping (AP)

PHOENIX ? Police looking for a 5-year-old Arizona girl who has been missing six days said Monday they now believe she was most likely kidnapped, because otherwise they would have found her.

Jahessye (JES'-ee) Shockley was last seen by her three older siblings last Tuesday at her Glendale home while their mother was running an errand. Police believe she left their apartment through the front door but don't know anything about what happened next.

"If it was just her walking away, we would have found her by now," Glendale police Sgt. Brent Coombs told The Associated Press. "Obviously she's not with us. Somebody knows something or somebody has interacted with her and put her in a place, and we just haven't found her yet."

Police have no suspects, evidence or promising leads ? nothing that points them definitively to what happened.

Coombs said the girl's mother is not a suspect despite comments she made to reporters.

"They're treating me like that ? the interrogations and the way I've been spoken to," Jerice Hunter, Jahessy's mother, said Monday in an interview with the AP. "(They're) very disrespectful."

Coombs said police have treated Hunter no differently than any other mother of a missing child. They conducted an initial interview as well as follow-ups because "people remember things, details, as time goes by."

He said Hunter might believe she's a suspect because "emotions are speaking."

Coombs said Hunter was cooperative with police, and that investigators were focusing their efforts on poring over details from their interviews with family and neighbors, and going over other aspects of the investigation in an effort to find new leads.

Coombs stressed that police still do not know what happened.

"We're hoping that she's uninjured," he said. "We would love to be able to report to the family that we've found her and she's safe and she's fine."

Meanwhile, Jahessye's grandmother told The Arizona Republic on Sunday that Child Protective Services removed Hunter's three other children from her home and put them in foster care.

CPS spokesman Steve Meissner said Monday he couldn't immediately confirm or deny the agency's involvement. He cited an Arizona law that allows for information about children to be released only if there has been a death or near death caused by child abuse, abandonment or neglect.

Coombs declined to comment about the children's whereabouts, saying only that they're in a safe place.

Hunter also declined to speak about her other children but pleaded for Jahessye's safe return.

"I would really appreciate anybody who has any information, anyone who thinks they have seen anything, to contact the police," she said. "If you have my child, please take her to a safe place, a public place where she can be located."

She added: "The family will not be the same until the child is returned, and I will be relentless in my search."
