Data suggest US economy growing only modestly

WASHINGTON (AP) ? A spate of data Thursday painted a mixed picture of the U.S. economy: Demand for long-lasting manufactured goods fell, and slightly fewer people signed contracts to buy homes. At the same time, the job market looked only a little better.

Taken together, the reports suggest the economy is growing only modestly and not quickly enough to spur much hiring.

"The economy overall has only weak forward momentum," Nigel Gault, chief U.S. economist at IHS Global Insight, said in a note to clients. "The news from housing may be improving, but manufacturing is struggling now."

Most of the data seemed discouraging on the surface. But a closer inspection of the details offered some promise.

? Companies cut orders for long-lasting goods by 13.2 percent in August, the Commerce Department said. That was the biggest drop in more than three years but it was largely influenced by a 102 percent decline in volatile aircraft orders. Excluding transportation equipment, orders fell only 1.6 percent. And in a positive sign, orders in a category that reflect business investment plans rose 1.1 percent, the first increase since May.

? The overall economy grew at a 1.3 percent annual rate in the April-June quarter, much lower than the 1.7 percent the government previously estimated. About half of the downward revision stemmed from the severe drought in the Midwest, which cut overall farm output. But growth also fell because exports and consumer spending expanded at a slower pace.

? The number of Americans who signed contracts to buy previously occupied homes fell in August from a two-year high in July. The National Association of Realtors said its index of sales agreements declined 2.6 percent to 99.2. That's just below the reading of 100 that is considered healthy. Still, the index is 10.7 percent higher than a year ago.

Economists expect growth to hover near or below 2 percent for the rest of the year. That's typically too weak to create enough jobs to lower the unemployment rate.

One report appeared to offer some hope that the job market will improve.

Weekly applications for unemployment benefits plunged 26,000 to a seasonally adjusted 359,000, the lowest level in two months, the Labor Department said. The four-week average, a less volatile measure, fell to 374,000.

Applications are a measure of the pace of layoffs. When they consistently fall below 375,000, it typically indicates that hiring is strong enough to lower the unemployment rate.

The weekly figures can be volatile, causing most economists to focus on the four-week average.

Economists were mildly encouraged by the unemployment applications. Still, many still expect the government's employment report for September to show only modest job gains, perhaps about 100,000. That's about the same as in August. The September jobs report will be released next week.

The past few reports on applications for unemployment benefits "suggest no significant acceleration or deceleration in employment growth," said Jim O'Sullivan, an economist at High Frequency Economics.

A survey of chief executives, released Wednesday, found a sharp drop in the number of large companies that plan to step up hiring or boost investment in the next six months. They cited worries over tax and budget policies in the United States and slower growth in Europe and China for the gloomier outlook.

Some recent indicators have been more optimistic. Consumer confidence jumped to a seven-month high in September, the Conference Board said Tuesday. Home prices are rising steadily nationwide. And sales of new homes remained near a two-year high in August, the Commerce Department said Wednesday.

Vogue publisher to open cafe outpost in Dubai

DUBAI, United Arab Emirates (AP) ? Vogue's fashion-loving fans will soon have a chance to drink in the magazine's aura at a new cafe in Dubai.

The glossy's global publisher, Conde Nast International, said Tuesday that it expects to open the Vogue Cafe in the glitzy Gulf emirate's largest shopping mall by the end of the year.

It will be the company's first such cafe in the Middle East, where luxury fashion labels such as Louis Vuitton, Burberry and Chanel are extremely popular among the region's well-heeled shoppers.

"The expatriate community and the local Emirati community are very conscious of brands," said Stuart Nielsen, director of Conde Nast's restaurant division. "People always love to eat and drink, and we see an opportunity because they love fashion."

Vogue will join a fast-growing list of American brands expanding their reach to Dubai, a cosmopolitan city-state in the Persian Gulf and trade a hub where guest workers from around the world far outnumber citizens. The emirate is home to the only Bloomingdale's department store outside the United States, and recently received its first branches of IHOP and the Cheesecake Factory.

The cafe will be surrounded by high-end fashion and shoe stores in Dubai Mall.

The sprawling shopping center is located at the foot of the world's tallest skyscraper, the 2,717 foot-tall (828 meter) Burj Khalifa, which is already home to a swanky hotel and several restaurants designed by Giorgio Armani. There is also a cafe, linked to the Italian designer inside the mall.

Contemporary European food will be on the Vogue Cafe menu, but no alcohol will be served, Nielsen said.

However, cocktails and other alcoholic beverages, will be available at another Conde Nast outlet designed to cater to male fans of its magazines. The publisher expects to open a bar based around GQ magazine in one of Dubai's high-end hotels next year.

English-language versions of both magazines are available in the Middle East, though Conde Nast does not publish local versions of either.

The publisher is partnering with a Dubai-based firm called Inspired Group on the cafe and the bar. Nielsen declined to discuss the financial terms of the partnership.

Conde Nast opened a similar cafe in Moscow in 2004. It has since opened two other establishments tied to its brands in the Russian capital.

The company is planning to open another GQ Bar in Istanbul this year, and has signed deals for Conde Nast establishments in Bangkok and Singapore, Nielsen said. It is also considering opening cafes in Mideast cities closer to Dubai, including Kuwait City and the Emirati capital, Abu Dhabi.

Besides Vogue and GQ, Conde Nast's titles include The New Yorker, Wired and Vanity Fair.

Conde Nast International, which publishes international versions of the American magazines, set up its restaurant division in 2010. It publishes more than 120 magazines in 24 international markets.

This is the largest single gift Special Olympics has ever received from an individual and it is the first gift made by Golisano that will have international impact. The gift will be given over four years.

Millions with intellectual disabilities lack access to quality health care and experience dramatically higher rates of preventable disease, chronic pain and suffering, and premature death in every country around the world.

Healthy Communities will be launched in seven countries (Mexico,?Peru,?Romania,?Malawi,?South Africa,?Malaysia, andThailand) and six states in the U.S. (Arizona,?Florida,?Kansas,New Jersey,?Wisconsin?and?New York). It will build upon and broaden the scope of the current Healthy Athletes program, which has provided free health screenings and products to athletes for 15 years.

- 60 mini-grant awards to replicate and expand the work of the Healthy Community projects.
- Enhanced use of technology, including the creation of 96,000 athlete electronic health records.

The Healthy Communities locations were selected via a competitive process from among 33 nominated Special Olympics Programs. Each were evaluated by a review team against a set of criteria which identified their ability to significantly effectively scale up health activities if given additional support. Emotion detector enables design of tailor-made election campaigns

ScienceDaily (Sep. 25, 2012) ? Messages, attires, gestures, themes or melodies that are liked by the public are some of the aspects that guarantee the success of a political party. FIK and TECNALIA are now helping to define such feelings thanks to Sentient, a "feelings detector." This device issues reports on the positive or negative perception of some people to the stimuli of their environment. Thus, FIK and TECNALIA provide campaign managers with the necessary information to determine, adjust or even enhance the elements influencing voters' intentions.

Sentient is comprised by a heart rate monitor that measures the variations of the heartbeat and certain parameters deriving from it. TECNALIA researchers have created a system that, using the readings of a standard device (a commercial health rate monitor available to everyone), allows them to discern the intensity and emotional value of an individual at a given moment, and transmits this information via Bluetooth to a Smartphone that processes this information.

This emotion detector is used in controlled media, and on a group of people selected according to the needs of the political party based on tthe population groups that they wish to target, usually the undecided voters. Sentient transmits a series of parameters that may help in defining how an election campaign should be developed for a specific political party to earn the approval of the voters, by establishing an emotional link with them. This way, TECNALIA and its partner El Bureau de la Comunicacion, a Bilbao-based state-of-the-art advertising agency, can help political parties to design the most appropriate campaign strategies to achieve their goals.

Sentient measures the initial perception of the candidate in the study group -- which may be positive or negative-, the intensity, the effectiveness of the speech -- if they like how things are said or not -, and if the structure and the language are appropriate. They can also develop a comparative assessment of different candidates regarding specific issues, such as the economy, education, immigration, etc. Thus Sentient provides information for campaign managers so that they adapt such parameters for the purpose of achieving a greater impact on voters.

Other uses for Sentient

The original goal of this device is to function as an automatic emotional transmitter. The technology can be used to measure the emotional response to different types of stimuli and therefore.can have numerous applications, such as in the marketing area -- to know the impact of advertisements and television on the viewers -, and the healthcare field -- to transmit the feelings of people who are unable to communicate.

In fact, Sentient has been used in a neuromarketing study that measured the emotional response to a series of TV adverts pursuing one goal: to aid the debate on the convenience to focus publicity about social issues on positive or negative messages.

The latest statewide poll by The Miami Herald and its media partners shows a virtual tie in the presidential race in Florida. And it came as a shock to liberals and Democrats.

From the economy to foreign policy to Medicare questions, The Miami Herald/El Nuevo Herald/Tampa Bay Times survey released over the weekend showed President Barack Obama and Mitt Romney neck-and-neck on the issues ? or the Republican within striking distance.

Obama and Romney are basically tied, 48-47 percent overall.

Liberals couldn?t understand how this could be true, considering all the self-inflicted wounds of Romney and his campaign.

But the data are the data. The poll reflected how people feel, not how partisans think they should feel. And the poll results remind us that there are other data out there ? all bad for an incumbent president ? that underpin the entire election in the nation?s biggest battleground state.

In short, it?s the economy, stupid. Plus a little immigration, foreign policy and healthcare.

The data:

?? 330,000: the number of homes in foreclosure in Florida. Almost half of all homes are underwater, meaning the owner owes more on the mortgage than the home?s value.

?? 67.6 percent: this year?s second-quarter Florida homeownership rate, which hasn?t been this low since about 1999, when 15 percent fewer people lived in the state.

?? 8.8 percent: the state?s official unemployment rate, higher than the national average.

?? 800,000: the number of people counted within the unemployment rate.

?? 399: the number of callers on hold when a Herald reporter recently called to check the waiting time of the state?s ?customer service? department for jobless claims.

?? 9.8 percent: what the unemployment rate would be if all labor-force-eligible workers who haven?t found work in Florida were counted.

?? 60.1 percent: the labor-force participation rate, which hasn?t been this low since 1986.

?? 29,000: the amount Florida?s labor force shrank in July.

NEW YORK (CBSNewYork) ? Mayor Michael Bloomberg and schools chancellor Dennis Walcott Monday announced a new early education program slated to start in time for next school year.

Educare is a preschool program for at-risk children aged six weeks to five years old.

New York City Schools Chancellor Dennis Walcott said an Educare center will open at P.S. 41 in the Brownsville section of Brooklyn next fall.

?By transforming an existing school building to house Educare, we are setting a precedent for integrating a high-quality birth-through-five center into a larger continuum towards college and career readiness for our city?s most at-risk children,? Walcott told reporters including 1010 WINS? Stan Brooks.

The Bloomberg administration also announced that 4,000 additional full-day pre-kindergarten seats will be made available at high-need schools for the 2013-2014 school year.

City officials said the Brooklyn Educare center will have teachers well-versed in early childhood development to help put those at-risk babies, toddlers and children on an even playing field from the start of their schooling.

?They hold them and talk to them and look in their eyes and have interaction. The very first way that children learn is through contact with adults in supportive, strong relationships where children are being attended to. When they think about something and when they look out the windows, somebody points out what they?re looking at and explains what that is,? said Susan Buffett of the Buffett Early Childhood Fund.

That non-profit along with several others helped bring this six weeks-to-five program to New York City.

Experts said this kind of interaction builds the foundation for literacy, curiosity and the ability to persist in hard tasks in school.

?It?s been proven that early childhood education is the critical foundation to not just making sure children succeed in school, not just making sure they graduate from high school, but making sure they?re prepared to go on an excel in college,? City Council Speaker Christine Quinn said.

Educare?s first center opened in Chicago in 2000 and has since opened in ten other cities across the country.

Research has shown Educare?s success in narrowing achievement gaps for children at a high-risk for academic disparity, according to a release from the city.

Educare is funded by capital grants from the Buffett Early Childhood Fund, Irving Harris Foundation, George Kaiser Family Foundation, Bill & Melinda Gates Foundation and W.K. Kellogg Foundation.
